Text from page 2: "The purpose of this investigation is to ascertain the conditions of negro migrants in this city, and to learn what additional opportunities they need. Migration to the city will not be seriously diminished by allowing undesirable conditions to remain unchanged, but such a policy will do the negro much harm. It is only fair to the migrants and to the community as a whole that every effort be made to promote the welfare of the newcomers."
