At the begining of this century, social welfare, that socio–political paradigm characteristic of Western Europe, is confronted with the challenges of an emerging social issue referred to in these pages as “integral human development”, which seems to belong to a different historical time. This paper presents a theoretical reflection on this situation from the perspective of social work, a basic instrument in carrying out Social Services, and a prominent spectator of those political and economic global changes, not always evident, that directly affect local and personal social realities.
