The article is a contribution taken from the Public Choice Theory and concerns the improvement of requirements in forest policy in order to obtain an optimal forest economy. The subjects under study are institutional aspects based on the reference models known as Special Purpose Districts. These provide criteria for shaping the political level which includes institutions in charge of the public forest and is endowed with political authority, competence and responsibility. In this, two main principles are decisive: the institutional and the organisational congruity. Only when, as far as is possible, compatibility has been consistently established between these two can a further step be taken in the optimal development at the operational level. For the institutions in charge define the positive and negative incentives for the decision-makers within the operational units and thus the efficiency of the forest policy.
