An evaluation from the Federal Parliamentary Controlling Office shows that only a low level of protection would be achieved with the implementation of the BLN (a federal inventory of landscape and natural sites of national importance). However, the measures proposed by the Federal Council are insufficient when it comes to improving the situation with regard to weaknesses in implementation and contents. An investigation carried out by the Chair for Nature and Landscape Protection at ETH Zurich makes clear that further efforts are required. The BLN needs to be elevated to a federal business plan and the perimeters of each object revised and adapted to meet current circumstances.
