The protocol pertaining to mountain forests came into force in 1996. The goal of this protocol is the widespread conservation of the mountain forest as a natural ecosystem. This will be achieved by sustainable management, which takes into account the various functions of the forest. This multifunctional aspect of forests is particularly emphasized in the different articles of the protocol, even though it represents a political rather than a technical scope of action.
