Impact Assessment and Public Action in France: critical perspective and proposals for reform. The use of impact assessments has been a common place in the public administration discourse in France since the 1990s. This tool, enshrined in organic law, is largely a disappointment. The objective was to reduce legislative inflation and draft more evidence-based rules. This objective was not met. We are trying, in this article, to understand the reasons for the failure. The place of the Conseil d’État in the reform as well as the absence of any reflection on the place of research in public action can account for it.
