By product analysis becomes less and less relevant to characterize the productive organization of industrial clusters. Transverse relationships between activity branches depend on complementary skills circulation and impel cognitive strategies between various sectors firms. In Toulouse, « on board systems » activities developed initially according to sectoral logic before being the object of skills transversality and know-how between several industrial branches (aeronautics, space sector, terrestrial transport electronics). This productive system is consolidated by positive externalities as computing services subcontracting sharing, collaboration between industries and local research institutes on ritical computing systems, staff movement within the regional labour market. With that is added, a strong institutional action represented by addition of « on board systems » sector to the Competitive Cluster « Aeronautical and space », common The Midi-Pyrenees and Aquitaine regions. In Toulouse case, « on board system » activities with their multi-sector characteristic define an organization principle based on local skills system. © 2008 Lavoisier, Paris. Tous droits reserves.
