17 Abstract Over the past few years, the European Union has fostered a number of initiatives to enhance and implement technologies related to electronic document management and exchange with a view to ensuring that all European citizens have easy access to information in the same way. These initiatives have been launched under different programmes or strategies that were implemented at European level, with the support of the Member States.
