As part of the American Recovery and Reinvestment Act (ARRA), all healthcare providers were required to adopt and show meaningful use of an electronic medical health record (EMR). To avoid a penalty, integration had to occur before January 1, 2014. Many hospitals and older physicians struggled with this.
