Prior to the privatization policies, implementation of the public private partnership / cooperation model, especially in the England, has started to be implemented. With this model, sharp borders between public and private organizations have been abolished. It is aimed to harmonize the government's service delivery policy with the objectives of the private sector. In the public and private sector partnerships in the England, the task of the government is to ensure that businesses continue to compete fully, institutionally and legally. Implementation of public-private partnership to steer the idle capital in the country's private sector in Turkey and capital efficiency in order to realize the "integrated health campus" and "city hospitals," as put into practice. England and Turkey as well as the similarities in this model contains some differences. While quite old and common practice for public-private partnership practices in England, is new for Turkey. Moreover, while there are many laws and regulations in our country on this issue, there is a limited number in England law.
