The increasing competition environment and the changing market conditions together with globalization have increased the importance of the agricultural sector. Because the agricultural sector, along with the production of basic food products, has become an indispensable sector with its contribution to economy and employment and being a source of energy and raw materials. However, in recent years, worldwide economic crises, climate changes, increasing food demand, disaster, war and extraordinary situations have created the problem of self-inadequacy in the agricultural sector. In this study, between the years 2002-2018 were analyzed the degree of Turkey's dependence on seed production and trade. Analysis indicated that Turkey's agricultural sector has seen continued increase in external dependency. Although there is no dependence on seed production, it is a country that gives external deficit in seed trade.
