The objective of the article is to analyze the evolution of Ecuador's regulations in relation to guaranteeing the right to quality higher education. The evaluations to which the Ecuadorian HEIs have been submitted serve to establish relations and correspondences with the classifications or rankings and with the latest reforms that have been introduced to the Organic Law of Higher Education, which seek to replace the rankings by qualification. It is specified that a context of economic crisis, the absence of regulations that allow the application of the recent reforms, the lack of definitions, in what the Law today denominates qualification, are evidences that demonstrate that there is an objective threat of regression.
