In a context of political and institutional crisis in Brazil, the present work objective is to analyze if "electoral gender quota", regulated by the Law No. 9,504 of 1997, is an efficient public policy for the promotion of a real democracy, we also intent to analyze its limits of contribution in order to make the decision and power spaces more representative. Therefore, we use Inductive Method, bibliographic review and data analysis of the number of female candidates in 2014 and 2016 elections and its results which are available in the Higher Electoral Court database. Thus, although women are the majority of Brazilian elective population, numbers show their low active participation in the electoral process. Key-words: Electoral quota; genre; public policy; democracy.
