A heterogeniedade e a hierarquia étnica do sistema de proteção social no Brasil

This article takes as source of reference the welfare system approaches proposed initially by Gosta Esping-Andersen, particularly the welfare regimes in the Brazilian federal units and the identification of the factors and complementarities capable of explaining the heterogeneity of social protection in Brazil. Building on previous academic papers, this article introduces an ethnic dimension in typological construction, a theme almost disregarded by the specialized literature. The methodology used was a combination of factorial analysis and cluster analysis. The first was to characterize the types, and the second to cluster and classify the states according to their social protection systems. Three types of ethnically segmented social protection systems were found, which confirms the inadequacy of treating the country as a single and homogeneous type and shows the weight of the ethnic hierarchy in the production of well-being. Resumo O artigo toma como referencia a abordagem dos regimes de bem-estar proposta inicialmente por Gosta Esping-Andersen e tem como objetivos a caracterizacao dos regimes de bem-estar nas unidades federativas brasileiras e a identificacao dos fatores e complementariedades capazes de explicar a heterogeneidade da protecao social no Brasil. Alem disso, inovando em relacao a trabalhos precedentes, introduz uma dimensao etnica na construcao tipologica, tema quase negligenciado pela literatura especializada. A metodologia utilizada foi uma combinacao entre a analise fatorial e a de cluster. A primeira caracterizou os tipos e a segunda agrupou e classificou os estados segundo seus sistemas de protecao social (SPS). Foram encontrados tres tipos de SPS etnicamente segmentados, confirmando a inadequacao de tratar o Pais como um tipo unico e homogeneo e evidenciando o peso da hierarquia etnica na producao de bem-estar.
