This paper analyses what may and may not be legitimately exhibited in public buildings, paying particular attention to the local context, where the most heated debates have taken place in recent years. The first part of the paper examines the scope of public Administrations’ duty of neutrality. The second part proposes three criteria to answer the question posed: the exhibited object, the message it transmits and the duration of the exhibition. The article closes by addressing the so-called «democratic excuse» used as carte blanche to display any message in public spaces.
