The duties which involve the exercise of authority are expressly reserved to career civil servants in the area of Local Administrations. The possibility that the said duties can be exercised by interim civil servants is not adequately outlined nor technically defined in the Spanish legal system, which causes important practical problems and great juridical uncertainty. The controversy on this issue has risen again in the past year following several judgements ruled on the nature of the functions performed by local police officers as «agents of authority».
