GESTÃO SOCIOAMBIENTAL DE EMPRESAS NO MUNICÍPIO DE SÃO CARLOS (SP, BRASIL)

A gestao ambiental visa impedir que empresas e/ou industrias consumam mais recursos naturais do que o necessario e que lide com os riscos ambientais potenciais. Sao Carlos (SP, Brasil) e hoje, um grande polo tecnologico, abrigando centenas de industrias, sendo a 5a maior arrecadacao do Produto Interno Bruto (PIB) estadual. O objetivo deste trabalho e analisar, com base na Serie de Normas NBR (Norma Brasileira Registrada) ISO 14000:2000, a forma de conduta quanto a gestao socioambiental de industrias do municipio de Sao Carlos. Procurar-se-a verificar a existencia de um comportamento diferente entre empresas que possuem ou nao a certificacao NBR ISO 14000:2000. Os dados foram obtidos atraves de um questionario enviado a dezoito industrias selecionadas aleatoriamente, contendo questoes fechadas e abertas sobre a politica ambiental, o consumo de recursos naturais, o tratamento de residuos, o treinamento dos colaboradores e a formacao academica dos responsaveis pela area de gestao ambiental na empresa. As informacoes coletadas foram analisadas atraves de estatistica descritiva e analise de conteudo. O resultado obtido em 18 empresas, sendo sete delas certificadas pelas normas NBR ISO 14000:2000, demonstra que as certificadas vem desenvolvendo seus processos e estrategias de producao visando a reducao dos impactos no meio ambiente natural, gerados pelo processo de fabricacao. As nao certificadas demonstram interesse em possuir a certificacao, porem, nao desenvolvem estrategias pertinentes para uma implantacao eficaz da gestao ambiental, principalmente devido ao alto custo. Conclui-se que as empresas com certificacao estao cumprindo as normas tecnicas para a protecao do ambiente natural, mas com pouca preocupacao sobre o ambiente social. Abstract Environment management aims at supporting companies and/or industries to consume not more natural resources than the necessary. It also deals with potential environmental risks. Sao Carlos (SP, Brazil) is nowadays a great technological region, sheltering hundreds of industries, being the 5th bigger collection of the state GIP. The objective of this work is to analyze, on the basis of the ISO 14000, how the companies in Sao Carlos deal with socioenvironmental management. The existence of a different socioenvironmental behavior among companies which possess or not the NBR ISO 14000 Certificate was also verified. The data was obtained through a questionnaire that was sent to eighteen industries selected randomly, containing questions on the environmental policy, consumption of natural resources, treatment of residues, training of collaborators and academic background of the ones responsible for the area of environment management in the company. The collected information was analyzed through descriptive statistics and analysis of content. The result gotten in 18 companies, being seven of them certified with the NBR ISO 14000, demonstrates that the certified ones developed their processes and production strategies aiming on the reduction of impact in natural environment, adding new techniques and new services in the attempt to minimize the natural environment impacts generated by the manufacture process. The non-certified companies demonstrated interest in possessing the certification, but have not developed pertinent strategies for an efficient implantation of the environment management, mainly due to its high cost. The conclusion is that the companies with certification are fulfilling the norms techniques for the protection of the natural environment, but with few concerns to socioenvironmental improvement.
