Democracy and good governance are no longer a luxur y; however, they are essential for sustainable development. Parliaments are the imperative foundat ions of democracy and good governance. Authorities and functions of parliament are ordinarily laid down in the const itution or in parliamentary by-laws of every state. For establishing and consolidating democracy and good governance, pa rliament is supposed to perform three major functio ns,sufficient representation,legislation, and oversight in a tran sparent and responsible manner.This research argues that, although Egypt‘s 2014 constitution laid down the roles and a uthorities of House of Representatives, after the f irst legislative session 2015/2016, Egyptians feel that it wasn’t ab le to assume the laid down roles and hence appeared to be no more than a completion of the democratic form without re alistically promoting democracy and good governance . The researcher uses a quantitative research method to c larify the argument.
