This study aimed to delineate and to describe the e lementary school program for street children called special service class in elementary school at Surabaya. Usi ng qualitative approach, data was collected through observation, interview, and documentation study. This research f ocused on the implementation of special service cla ss program including supporting factors and its obstacles, and the stakeholder’s respond to the accomplishment of the program. As a result, implementation of special service class program run quite well. It can be seen by reaching the purpose of the program to capture street children in order to get an education in formal school. Availability of t eacher and infrastructure became supporting factors but one of the obstacles was the lack of parent’s awareness abo ut the importance of education for their children. The soc iety declared they supported the program to help th em getting a formal education.
