Due to its huge growth in container volume from China, the Yangtze River Delta (YRD) has become arguably the most important container-export area in the world. Shanghai, the gateway to the YRD, handles most of the freight cargo. But the nature the YRD river ports has restricted development there, forcing China to build the Yangshan deepwater port to act as the mega-hub for the region. In response to the emergence of the YRD and Yangshan, 2 traditional trans-shipment centers in the region, Busan and Kaohsiung, have implemented strategies in response to the emergence of YRD and Yangshan. This paper analyzes Busan's and Kaohsiung's strategies and aims to predict the development of their ports. Research results show Busan has been more aggressive and ambitious, with little chance that Kaohsiung will become a mega-hub in the region.
