A dimensão da paradiplomacia entre regiões nas relações UE-China

EnglishThe paper addresses the significance and dynamics of the paradiplomacy region-to-region dimension of eu-China relations and discusses the implications of integrating this level in the overall eu policy design and planning. It analyses the data on trade to illustrate the significance of eu regions and Chinese Provinces/cities economic ties looking at the cases of the most active German, French and Italian regions and argues that this is not merely a result of market dynamics but also of the underlying institutional ties that have been built in the last three decades which sustain exchanges and foster the advantages of paradiplomacy ties. portuguesO artigo aborda a importância e a dinâmica da dimensao de paradiplomacia entre regioes nas relacoes ue-China e discute as implicacoes de integrar este nivel na concecao e planeamento geral das politicas da ue. Sao analisados dados sobre o comercio para ilustrar o significado das relacoes economicas entre as regioes da ue e as provincias/cidades chinesas, considerando os casos das regioes mais ativas da Alemanha, a Franca e a Italia. O artigo defende que nao se trata meramente de dinâmicas de mercado, mas tambem de lacos institucionais subjacentes que foram construidos nas ultimas tres decadas, que sustentam as trocas e promovem as vantagens dos lacos de paradiplomacia.
