Barbara, Dr. Otis Graham is a member of the board of directors of (FAIR), the Federation for American Immigration Reform, and has been active in the population and environment movement for some time. His essay on the "Uses and Misuses of History", reprinted from The Public Historian, Vol. 8, No. 2 (Spring 1986), and (c) 1986 by the National Council on Public History, gives us the impetus and theme for this special issue of THE SOCIAL CONTRACT.
