Territorialización de la acción pública en el contexto del cambio climático en el departamento del Quindío

This article analyzes the territorialization of public action in the context of climate change in the district of Quindio for the period of 2000 to 2014. The research question on which the study is based is, what are the public actions for territorialization in the context of climate change in the district of Quindio between the years of 2000 to 2014? The paper develops as follows, first, by acknowledging the problem situation on the omission and the actions taken by the municipal and district administrations when addressing the climate change. Secondly, the qualitative research methodology is established and the variables of the public action in the territory are analyzed with both, analytic and inductive approaches. Thirdly, the results are displayed, showing on one hand, the evolution in addressing the climate change in territorial management plans and development plans, and on the other hand, the identification of the territorialization of the public action, its weaknesses and strengths in the climate change. Lastly, it concludes that there are both, indirect and direct actions. Indirect public actions, when the actions are related to the environment sector and the risk management. And on the other hand, the direct ones, when the actions are explicit in the development plans, through actions inclined to reduction and adaptation to the climate change; this is important, in the sense that, it shows interest by the decision makers in regards environmental policy actions and the public policies anchored in Human Rights.
