The present is a critical analysis of the public policy for the inclusion of the ex-officio recycler population in the cleaning service of the capital city of Colombia, Bogota. The demands made by a population in conditions of manifest vulnerability give rise to a serie of issues related to the public toilet service in the utilization component. The reference period is between the years 2012 - 2016, in which the assessments on the impact of the Zero Waste programs on indicators such as the formalization of the re- cycling and waste management population are analyzed.
