The main purpose of this research was to analyse the link betweenthe public management techniques toolbox (referring to qualitymanagement) and public policy performance management,specifically regarding the teaching improvement programme(programa de mejoramiento del profesorado - PROMEP). It wasalso aimed at determining the range of advantages, disadvantages,recommendations, incentives and sanctions concerning the topic.However, the principle is important; if a system for measuringknowledge management and performance is not establishedwhich is suitable for public functionaries, directors of educationalestablishments and teachers, then little motivation is beingprovided for them to perform at a high level. Accountabilitylacking mechanisms for measuring compliance is little more thanan aspiration
