Social inclusion is assumed to be typical of government commitments and consequently the role of the public service that is embodied in the state public action from the work of public servants in the context of an employment relationship. In the stated sense, democratization involves general interest and collective benefit and worker dignity, which raises the question how lost finds the same in management administrative models and practices implementation, which have blurred so important responsibility and ethical commitment and solidarity of those who have chosen the vocation of public service. Therefore it is imperative not only reveal what has happened but also it consider the possibility of a structural change involving the whole society, but all above to assume worker participation and full enjoyment of their rights as belonging the same reason to be the Rule of Law.
