邻里再生是城市社区结构性变化过程中必须予以重视 的社会目标、社区目标和城市目标。自十八大新型城镇化战 略提出以来,通过“人的城镇化”推动城乡发展成为“新常 态”,这与城市已建成区域,尤其是旧城区域和城市边缘区 域的城市再生密切相关。在城镇化过程中这些地区经历了空 间分异、社会分异、贫困人口再聚集化(如城中村)等“城 市病”过程。为此,政府部门一方面通过大规模城市更新措 施(如 20 世纪 90 年代的危改、安居工程和当前的“棚户区 改造”运动等)进行地区空间范围的跨尺度更新;另一方面 通过街道和居委会实施基层社区的社会自治政策,推动社区 中社会更新与再生。但是,这两方面内容在空间和时间上是 分离的,前者导致社区层面更严重的分异和邻里结构解体 ; 后者在社会再生方面效果不显著,居民整体参与度不高。 在“人”和“地区”的邻里再生问题上,英国新工党的 邻里再生政策演进过程可以为我国这一问题的解决提供案例 支持和政策启示。城市再生是英国城市政策中提升空间品质 和应对邻里贫困的重要政策 ,特别是 1997 年新工党政府 上台后,尝试在一个更加整体性的基础上解决城市再生问题, 通过改变资金流向和增加资源整合来实现一系列的邻里再生 目标 。英国政府将再生定义为:“在某一地区内,没有政 府的支持下市场力量无法完成的扭转经济、社会和物质衰退 的一系列行动”。相对于主要应对经济发展、与空间结构 相适应的城市更新,邻里再生则针对社会转型过程中的社区 衰退、贫困和社会隔离问题,以空间与社会的互动关系为前 提,强调整体观以及结果改善的持续性。“邻里再生”寻求 融合社会和经济多样性要素,确保经济发展惠及最贫困人口 和被剥夺地区(deprived area) 的生活质量。 本文采用政策综述和文献研究相结合的方式,从“人” 作者: 程亮,同济大学建筑与城市规划学院,博士研究生。 chengliang-up@hotmail.com 王伟强,同济大学建筑与城市规划学院高密度人居环境生态与节能 教育部重点实验室,教授,博士生导师。wwq@tongji.edu.cn 摘要:采用政策综述和文献研究相结合的方式,基于对英国新工党邻里 再生政策中“人”和“地区”两个目标维度整合发展过程的分析,从“政 策理性—干预尺度和模式—治理机制”的系统性角度,认为邻里社会融 合与强化经济的积极协同、再生政策整合与多尺度干预、从合作伙伴到 邻里赋权的治理形式等是其主要经验。针对中国发展实际,邻里再生的 成功关键在于“人”与“地区”目标的整合、干预尺度扩展与多主体参 与的实施体系,并有助于“人的城镇化”推动城乡发展的“新常态”政 策的思考。 Abstract: By reviewing of policies and literatures, this article analyzes the evolution of neighborhood regeneration policy in England since New Labor Party Era. According to the policy system of “rationality of policies scale and mode of intervention governance mechanism”, this article argues that the main experience is the coordination of social inclusion with economy growth, multi-scale of intervention, and governance from partnership to empowerment. Learning experience from England, it points out that the key to achieving success in neighborhood regeneration for China lies on the integration of the people-oriented with place-oriented policy objectives, the scale expansion of intervention, and the development of neighbourhood governance. It also benefits the thinking on “human urbanization” and urban-rural development of “new normal”.

Integration of People with Place: Policies and Inspirations of Area-based Neighbourhood Regeneration in England Under New Labour Party
