An Analysis on Administrative System for Science and Technology of Kim Dae-joong People s Government

This study examined the characteristic and change of administrative system for science and technology(S&T) in Kim Dae-joong People’s Government period. This research surveyed administrative institute, law and development plan related to S&T in Kim Dae-joong People’s Government period. As a result of this survey, institution related to S&T involved stability. Kim Dae-joong People’s Government set up Promotion Plan for Regional S&T and succeeded to the Ministry of S&T and Presidential Advisory Council for S&T. Kim Dae-joong Government reorganized S&T Ministry, Minister Council for S&T into National S&T Commission and S&T Promotion Act and Special Act for S&T Innovation into Framework Act on S&T. Kim Dae-joong Government restructured development plan for S&T and Five-year Plan for S&T Innovation into Basic Plan for S&T and long-term development plan of Jun Doo-whan Rho Tae-woo government into Long-term Vision for S&T towards 2025. Eventually, institutional succession and reform held an overwhelming weight than institutional establishment. It is interpreted that as a result of this research, institutional aspect is not changeable so has a tendency to succeed to institutional aspect of previous age. That is to say, it is evaluated that institutional aspect which previous administrations had founded influenced administrative system for S&T of Kim Dae-joong Administration consistently. Therefore, if institutional aspect sets up, the structure involves stability. So even though political structure changes, the influence can not be revealed on a large scale. Accordingly, we must seek for multiple approach to find innovative system and reform system based on the reasonable factor of system.
