Interim Control Strategy for the Test Area North/Technical Support Facility Sewage Treatment Facility Disposal Pond - Two-year Update

The Idaho Cleanup Project has prepared this interim control strategy for the U.S. Department of Energy Idaho Operations Office pursuant to DOE Order 5400.5, Chapter 11.3e (1) to support continued discharges to the Test Area North/Technical Support Facility Sewage Treatment Facility Disposal Pond. In compliance with DOE Order 5400.5, a 2-year review of the Interim Control Strategy document has been completed. This submittal documents the required review of the April 2005 Interim Control Strategy. The Idaho Cleanup Project's recommendation is unchanged from the original recommendation. The Interim Control Strategy evaluates three alternatives: (1) re-route the discharge outlet to an uncontaminated area of the TSF-07; (2) construct a new discharge pond; or (3) no action based on justification for continued use. Evaluation of Alternatives 1 and 2 are based on the estimated cost and implementation timeframe weighed against either alternative's minimal increase in protection of workers, the public, and the environment. Evaluation of Alternative 3, continued use of the TSF-07 Disposal Pond under current effluent controls, is based on an analysis of four points: - Record of Decision controls will protect workers and the public - Risk of increased contamination is low - Discharge water will be eliminated in the foreseeable future - Risk of contamination spread is acceptable. The Idaho Cleanup Project recommends Alternative 3, no action other than continued implementation of existing controls and continued deactivation, decontamination, and dismantlement efforts at the Test Area North/Technical Support Facility
