Evaluation of the geologic isolation of radioactive materials from the biosphere requires an intimate knowledge of site geologic conditions, which is gained through precharacterization and site characterization studies. This report presents the results of an intensive literature review, analysis and compilation to delineate the information needs, applicable techniques and evaluation criteria for programs to adequately characterize a site in six geologic media. These media, in order of presentation, are: granite, shale, basalt, tuff, bedded salt and dome salt. Guidelines are presented to assess the efficacy (application, effectiveness, and resolution) of currently used exploratory and testing techniques for precharacterization or characterization of a site. These guidelines include the reliability, accuracy and resolution of techniques deemed acceptable, as well as cost estimates of various field and laboratory techniques used to obtain the necessary information.
