During the fall of 1996, the Interstate Oil and Gas Compact Commission sponsored sessions for government and industry representatives to discuss concerns about the National Pollution Discharge Elimination System (NPDES) program under the Clean Water Act. In January 1997, the NPDES Education/Communication/Training Workgroup (ECT Workgroup) was established with co-leaders from the Environmental Protection Agency (EPA) and industry. The ECT Workgroup`s purpose was to develop ideas that would improve communication between NPDES regulators and the oil and gas industry regarding NPDES compliance issues. The Workgroup focused on several areas, including permit compliance monitoring and reporting, enforcement activity and options, and treatment technology. The ECT Workgroup also discussed the need for materials and information to help NPDES regulatory agency personnel understand more about oil and gas industry exploration and extraction operations and treatment processes.
