The Department of Homeland Security (DHS), National Cyber Security Division (NSCD), Control Systems Security Program (CSSP), contracted Sandia National Laboratories to develop a generic methodology for prioritizing cyber-vulnerable, critical infrastructure assets and the development of mitigation strategies for their loss or compromise. The initial project has been divided into three discrete deliverables: (1) A generic methodology report suitable to all Critical Infrastructure and Key Resource (CIKR) Sectors (this report); (2) a sector-specific report for Electrical Power Distribution; and (3) a sector-specific report for the water sector, including generation, water treatment, and wastewater systems. Specific reports for the water and electric sectors are available from Sandia National Laboratories
