In Kosovo and Bosnia-Hercegovina, and elsewhere as well, there has been increasing examples of actual management of legislative and executive functions by international governmental organizations. This essay examines the operation of such entities with respect to media regulation. Among the questions are the following: what standards govern the actions of the international community, what mechanisms does the community use to enforce its rules, and how do the resulting mechanisms compare to more universal standards.
