This article explores results in Ohio from state complaints filed in special education matters. It concludes that this process, at least in Ohio, tends to yield more favorable results to parents and their children than a due process hearing before a hearing officer. These results are worthy of investigation in other jurisdictions to see if the complaint process is typically more favorable to parents and their children than the hearing officer process.
