In light of severe economic deterioration and dramatically reduced public financial budgets, a standardized suite of public procurement templates were introduced in Ireland to achieve administrative savings and to streamline procurement processes. This paper aims to provide a commentary on the ability or lack thereof to enhance transparency at each stage of a procurement procedure. This Working Paper was accepted and presented at the International Public Procurement Conference, Seattle 2012.
