A financial cooperative of mortgage originators is capable of assuming the core securitization functions of Fannie Mae and Freddie Mac as part of a scheme to dismantle these institutions. Such a cooperative would offer advantages in maintaining adequate capitalization and could provide an effective governance structure. A federally chartered, Subchapter T cooperative appears preferable for that purpose.
