This article aims to investigate the presence of innovative elements in the administrative scope of a public institution of higher education, from the perspective of its employees. The theoretical model used to identify the enablers was that of Araujo, Rocha and Carvalhais (2015). This is a qualitative research, adopting the methodological strategy of single case study. Semi-structured interviews were used to collect data, and these data were processed using the content analysis technique. The results indicate that the innovation occurs in the institution in a punctual way, with the presence of few enabling elements of innovation among the analyzed ones, specifically: innovation project management, resources for innovation and voices inducing innovation. It is concluded that the institution has an organizational and management environment that is not conducive to stimulating innovation and making it a habitual practice.
