The line of strategic thinking is relatively recent in its application to urban processes, having a military origin it was incorporated into business and the overall consideration of the processes that affect us. Our territory (cities or rural areas) under strong competition, can find ways of knowing, planning and intervention within this documentary framework. This paper tries to emphasize that strategic planning has to motivate change in the mindset of their environment and come into line with the changing needs of society.
