“Juntos Faremos”: Deliberação como Alternativa de Gestão na Administração Pública

: After the 1980’s, the weakness of the reforms undertaken in the framework of the Government structure opened space for deliberation, nevertheless it did not became a priority model to public management. This essay wants to identify a new paradigm for public administration based in concepts, propositions and up to date experiences. It is proposed that a balanced combination between ideals of the New Public Management (NPM) and the Deliberative Public Administration would be positive to the management processes, particularly in the solution of complex problems. The aim of the article is to outline some counterpoints between the politic and democratic theories, emphasizing the value of bring to debate an alternative model to public administration. It is presented concisely the bases of the Traditional Public Administration, of the NPM and the Deliberative Theory. The excel focus on the deliberative-participative management. As conclusion, it is highlighted that groups, organizations and government departments involved in discussions about complex themes should surpass for the ideal “doing together”.
