The author puts forward a question about responsibility for the development of the city. The question is seemingly simple, but with a deeper analysis of the subject, it turns out that there are many entities that in a different scope bear the responsibility for the shape of the city, the pace of its development, the way of living, the quality of public space, the quality of its architecture. It has been widely accepted that responsibility for failures and poor spatial solutions, above all the city authorities, with mayors and presidents at the forefront. However, the author wishes to draw attention to a number of other factors that have a significant impact on the development of the city, and result from the actions of other entities. The author underlines the separateness of "decisionmaking" from "responsibility" for shaping space and the lack of responsibility of entities that in reality take spatial decisions that are important to the city.
