In this article, there is questioned the existence of the ‘Bilbao effect‘. On the basis of the implementation of programs of revitalization in Bilbao there were characterized the procedures, that allowed to change the image of the post industrial city. There were given the examples of cities that modeled Bilbao allocated funds for the execution of spectacular architectural did not repeated success of the revitalization.
