The high rate of natural population growth, typical for the republics of North Caucasian Federal District, and low demand for labour at local the labour market are accounting for main reasons behind growing unemployment and high migration rates in the region. It is vital for successful development and implementation of migration policy in the region to address such issues as management and regulation of migration processes, constant labour-surplus in most areas of the North Caucasian Federal District, and optimization of the labour market.
