The Japanese Diet passed the Technology Transfer Act from university to industry in 1998. Cooperative R&D between university and industry is expected to accelerate High-Technology and create new business. However the authors point out the importance of the legal protection of rights to intellectual property on R&D conducted at university, showing their infringing examples.
