• This briefing note contains the first in-depth analysis of the new student support arrangements following the changes to the higher education finance regime introduced in September 2012. The key change is the creation of the National Scholarship Programme (NSP). It replaces the minimum statutory bursary and is used to provide financial support to disadvantaged students in the form of fee waivers, cash bursaries, and subsidised goods and services.
