This article analyses the slow process of construction of the speech legitimizing privatization, which was implemented in Brazil since Fernando Collor de Melo’s administration (1990-1992). The central hypothesis is that the crisis of the state companies in the end of 1980’s has its roots in the new direction of Brazilian economic policy, adopted during the civil-military dictatorship, which arouse in 1964. Thus, following Antonio Gramsci’s theoretical perspective, the objects of this investigation are the public agencies and its subjects, who, controlling the restricted state, redefined the paths of the Brazilian economic policy, i.e., Ministry of Finance, Ministry of Planning, Budget and Administration, the Central Bank and the Brazilian Bank during 1964 and 1974.
