The paper analyzes the main problems in scientific publishing, which do not allow to fully meet these requirements, as coverage of the audience, relevance, completeness submitted for publication information, etc. As a possible way of solving them is proposed to use publishing software system with open source code Open Journal System. Author shows the basic features and advantages in compared with other similar systems.
