During the globalization process, both the definition of the "region" and the approaches to regional de- velopment have changed considerably. Classical regional development approaches (top-down) based on large scale of public and private sector investments have been replaced by the "new approaches". The new approaches, pursued since the early 1980s, have aimed at strengthening the endogenous potentials of regions. With increasing integration and internationalization of regions in globalization period more em- phasis was also given to external relations. The growing importance of new regional development theo- ries is also in correspondence with the policy of decentralisation in many countries. The regional policies implemented in Turkey so far, have created no successfull results on removing re- gional disparities. Thus, Turkey have to redefine regions and take policy measures through decentraliza- tion coherent with new development approaches. At most, in the stage of EU membership Turkey should adopt regional policies appropriate to EU norms. The EU membership will also enhance financial capa- bility of Turkey through structural and cohesion funds in coping with the regional disparities.
