This paper explores the thought and work of Arturo M. Bas, one of the leading exponents of social Catholicism in Argentina during the first decades of the twentieth century. By analyzing his books, parliamentary speeches and newspaper articles, it reconstructs his conceptions on different social problems and the regulatory functions of the State. It also examines how these ideas came into conflict with liberalism and socialism, and contributed to the definition of a particular social reform proposal.
