The problem addressed in this paper relates to the need to promote human capital of the rural population as it remains on an unsatisfactory level in some social groups. This paper argues that people with low potential should be assisted with a professional and social inclusion instrument implemented by social economy operators who, due to their fundamental characteristics, could become an instrument for labor market and social inclusion of the rural population (primarily including those who, for various reasons, remain outside the labor market). This will allow for the strategic goal of human capital development
