It has been made much progress in the study of governance understood as a mechanism that makes it posible to generate relational synergies between public administration and citizens (Rhodes 2005; Zaremberg 2012), which invites to verify its applicability in sensitive matters of the territories such as water. In this research, the problem of shortage of water suitable for human consumption is approached from a collaborative type of work that is posible by joining efforts, resulting in a comprehensive approach to environmental, social and economic aspects producing a new culture of preservation of the vital liquid. To demostrate that the realization of this new unsderstanding of water is posible, in this article is done an analysis of the management model implemented on Angochagua, located in Ibarra city, province of Imbabura, Ecuador, during the period 2015-2019.
